If the value that is being stolen is $1 billion. The criminals are happy to spend up to 50 millions dollars. The cost of getting a person on the street to smash your car is as little as nothing to $100. The criminals only have to spend $100 or $200 to have your car smashed 5 times, or robbed 5 times.

Recruiting and building a crime network by giving employment through HR and supervisors or managers working for companies that doesn't belong to the crime network. The strategising of these positions starts from the birth of their children to university and job seeking. Most of these networks have existed for hundreds of years. Their children are groomed to take over after their death. The children competes for these rankings in the crime families.
