During the year 2011, an analysis of world security was done. The result gave world security a placement capability of stopping crime at the continum completion of 8, a full completion. But a yield capability of 2 to 2.5. One can argue that we were at level 5. Now after looking at the amount of criminals that the law did not catch and put in jail. Our security capability were below the level of an infant new born. Here is why. We could not read the codes of the crime families. We could not identify the crimes that have been committed. So, if we take the u.s.a as the our point case study. Ideally chosen because they have the highest rank in security technological capability. then here are the numbers.

The total jail numbers were less than 1 million. At the time the study was conducted. The jail numbers in the u.s.a were around 840,000 people. Small leaf crimes are not represented in this numbers. Most are on fines, angle bracelets or in crime curfews.
