A father, god father, or mother

Sits at the top of the crime tree. She is constantly challenged to be killed by other members of the crime family. She is brought down through her or himself being killed or send to jail by other family members.

The rest of the ranking is decided by how much money they steal or how many crimes they have committed.

These type of system uses multi generational strategies. For example, your father made 100 million. The children of the crime families are then aligned to steal your wealth by marrying you and then killing you so they can inherit the wealth that way. The parents or the generation before sets up the crimes. The parents then folds back whilst the children do the marrying.
