The third core of organised crime are the network of spies. They are still under the king through the military or directly. The reason why these people are place on the third core because they have committed more crimes than the head gangsters. Even so, most of the head gangsters are part of the spy system. The reason for this is because they are helped by the both the military and the police. When they commit a crime.
